Transport companies involved in transportation are obliged to secure them. Therefore, drivers who transport valuable cargo and/or passengers must undergo a medical examination before each trip. Its main purpose is to detect the presence of intoxication/hangover/other altered health conditions and thereby prevent the risk of an accident. The log of pre-trip medical examination of drivers (you will find a sample of 2018 in this article) is a document that contains the conclusion of a medical professional regarding the driver’s health condition.

Journaling Features

Official transport organizations are obliged to monitor the safety of transportation. To protect against risks, drivers are required to undergo a medical examination at all times. Not only the safety of the cargo, but also the lives of people depends on this.

The driver who sets off on the trip must be healthy and without signs of alcohol and/or drug intoxication.

The official document where information about the driver is entered is the logbook for registering pre-trip pre-shift medical examinations. For 2018, the features of its maintenance are as follows:

  • a recommended form for filling out the log has not been developed, however, there are points that must be present in the document: the presence or absence of complaints from the driver, physical examination, body temperature, blood pressure, pulse, result of an alcohol intoxication test;
  • the result of the inspection must contain clear information about whether the driver has signs that do not allow him to go on a trip or not;
  • It is permissible to keep a journal in electronic form, but in this case the employer must take care of the safety and confidentiality of the data;
  • if the journal is kept in paper form, each page must be numbered and stamped.

The examination is carried out by a medical professional. The conclusion is given to the driver along with the route sheet.

Since the register in question does not have a mandatory form, the law also does not say how to fill out the driver’s pre-trip inspection log in 2018. At the same time, we can recommend a variant of the magazine form that has been in force since the times of the USSR. It looks like this (taking into account current realities):

What does driver inspection involve?

All drivers who are officially registered with the company are required to undergo inspection before setting off on a flight. An exception is made only for emergency services workers - rescue service drivers, ambulance drivers, etc.

Some employers also introduce post-trip inspection. It is necessary for people with chronic diseases and pensioners.

The driver's pre-flight examination includes:

  • analysis of the skin, its color, condition, presence of spots and hemorrhages;
  • analysis of the pupils, their reaction to light;
  • study of the oral cavity, oral mucosa;
  • interviewing the driver for complaints;
  • determination of body temperature and blood pressure;
  • laboratory urine test for the presence of alcohol and/or drugs.

The whole procedure takes a little time - no more than 15 minutes. Blood tests are usually not prescribed unless there is something suspicious. All this data is entered into the specified journal.

Inspection procedure

The inspection is carried out before each driver's trip. And this time spent on inspection is included in working hours.

The health worker enters all the data in the journal and waybill, indicating the full name. the driver signs after the conclusion.

If the procedure for keeping a journal has been violated, an administrative fine is expected for both citizens and the organization under Art. 11.32 Code of Administrative Offenses of the Russian Federation.

The main purpose of the inspection is to determine the driver’s readiness to travel, assess his condition and possible risks. A separate room is allocated for the examination, or employees of the organization go independently to a medical facility.

If a driver has hypertension, their blood pressure is noted for 10 days to determine the individual acceptable level. If all indicators are normal, there are no signs of intoxication or hangover, an admission stamp is given. If there are signs that the driver cannot go on a flight, this is indicated in the log, and the information is conveyed to management.

In Russia, the procedure for carrying out pre-trip examinations of drivers is accompanied by the filling out of a number of documents by medical workers. One of them is a log of pre-trip medical examination of drivers (a sample from 2017 is given below). This document accumulates information on the results of pre-trip inspections. The form of such a journal is not established by law, but there are several regulatory rules regarding its maintenance. They, in particular, regulate the types of media, the list of mandatory information reflected in the journal, and the procedure for their certification. Otherwise, the employer is guided by its own interests to develop and approve the appropriate form of the journal.

Pre-trip medical examination of drivers

In order to ensure the safety of transport drivers, pre-trip medical examinations are carried out.

A medical examination before a flight is necessary to identify possible facts of the presence of conditions and diseases that negatively affect the performance of job duties related to driving a vehicle (including various states of intoxication).

The rules for conducting the medical examinations of drivers in question are regulated by the Procedure, approved. By order of the Ministry of Health of the Russian Federation dated December 15, 2014 N 835n.

During the inspection the following is carried out:

  • identifying whether the driver has complaints;
  • visual inspection;
  • measuring temperature, blood pressure, pulse;
  • checking for intoxication.

The pre-trip inspection ends with the issuance of a conclusion:

  • on identifying signs that do not allow the driver to perform his job duties;
  • about the absence of these signs.

The corresponding results of the examination are reflected in the medical examination log and brought to the attention of the employer.

The log can be kept:

  • electronic;
  • on paper.

If you maintain a document electronically, you must:

  • compliance with laws on personal data;
  • certification of relevant information by the enhanced CEP.

  • results of the medical examination;
  • a medical professional’s conclusion based on the results of the studies and his signature;
  • driver's signature.

This violation entails a fine:

  • for citizens - from 1000 to 1500 rubles;
  • for responsible officials and entrepreneurs - from 2000 to 3000 rubles;
  • for organizations - from 30,000 to 50,000 rubles.

The work of drivers of buses, trucks and other vehicles should be accompanied by increased attention to their health. Current legislation requires that the management of transport companies ensure that drivers undergo regular medical examinations in order to detect alcohol or drug intoxication, high blood pressure, as well as various serious health problems. To register the medical measures taken, you should use a special document - “Journal of pre-trip medical examination of drivers”, a sample of which can be found below.

Is it necessary to keep a log of pre-trip medical examination of drivers?

It is mandatory to conduct a medical examination of drivers before and after each trip and make appropriate entries in the log. Requirements for medical examinations and recording of their results are specified in the following regulations:

  • Art. 213 Labor Code of the Russian Federation;
  • Clause 14 of the Appendix to the order of the Ministry of Health of the Russian Federation dated December 15, 2014 No. 835n;
  • Art. 23 of the Law of December 10, 1995 No. 196-FZ “On Road Safety”.

This obligation applies to all organizations operating vehicles without exception. The type of activity carried out and the number of employees hired does not matter. The log must be kept, even if the organization has only one driver (if we are talking about commercial transportation).

Basic information about the magazine

The “Log of pre-trip medical examination of drivers” is an official document in which information about the drivers and the medical examinations performed is entered. An authorized medical officer analyzes the information contained in the log and, based on it, draws conclusions about the reasons for removing drivers from work. Incidents involving alcohol and drug use should be reported to the organization's management.

There is no unified form of the document approved at the legislative level. However, there is a form recommended for use, approved by order of the USSR Ministry of Health dated September 29, 1989 No. 555. It is this form that is most often used in organizations.

Journaling Features

The journal can be kept not only in paper, but also in electronic form. But to do this, the employer will have to take care of obtaining an electronic digital signature to protect information stored electronically.

If the document is kept in paper form, it must be bound and stamped. Each page must be numbered.

A note in the log about whether the driver is cleared for the flight or not should not be the main purpose of the medical examination. Ordinary formality is not acceptable here. Danger on the road can arise at any time, especially when it comes to passenger transportation. Regular medical examinations will help identify the first signs of the development of dangerous diseases that can cause accidents during a trip.

Who is responsible for maintaining the log?

The head of the transport department is responsible for maintaining the log. He must ensure that entries in the document are made regularly, in full and in strictly chronological order.

Entries in the journal are made by a medical worker (either full-time or working in a medical institution involved in conducting examinations). His responsibilities also include pre-trip and post-trip medical examination of drivers. If the results of the examination allow the driver to be sent on a flight, the doctor puts a stamp on the waybill and makes a note in the log. The conclusion is given to the driver along with the waybill.

Journal structure

Despite the fact that the document does not have an approved form, there is a list of information that must be contained in it. They are listed in paragraph 14 of the Appendix to the order of the Ministry of Health of the Russian Federation No. 835n.

The 2019 “Log of pre-trip medical examination of drivers” must contain:

  • date and time of the medical examination;
  • FULL NAME. driver;
  • gender, date of birth of the employee;
  • results of the research;
  • a medical professional’s conclusion based on the results obtained;
  • signature of a health worker with a transcript;
  • driver's signature.

In addition, the log must display the following information: the results of a physical examination, body temperature, pulse, blood pressure, the presence or absence of complaints from the driver, the result of an alcohol/drug intoxication test.

Responsibility for the absence of a journal in the organization

The absence of a “Log of pre-trip medical examination of drivers” in an organization is a violation that will entail administrative liability. The presence of such a log is checked by inspectors from Rostrudinspektsii and Rosavtonadzor. If they find violations of the procedure for conducting medical examinations, fines will be issued to the organization and officials (Part 3 of Article 5.27.1, Article 12.31.1 of the Code of Administrative Offenses of the Russian Federation). Why do you need a driver's pre-trip (and post-trip) medical examination log?

  • The log should be:
  • numbered, laced and certified by the seal of the employer or medical organization (if it is kept in paper form);

placed on an electronic medium in accordance with the requirements contained in the legislation on personal data, and is also protected by a qualified digital signature (for its electronic version).

Structure of the pre-trip (pre-shift) medical examination log

However, its structure allows recording the results of post-trip medical examinations. The form may indicate:

  • list of health complaints;
  • indicators of temperature, pressure, pulse, alcohol content in exhaled air;
